Not too tight or snug, please. Good common practice indicates that it should fit well, leaving room for about 2 fingers between your dog and the collar for a medium sized dog. This, of course, should be modified if you are trying to put a collar on a tiny dog as 2 fingers may be half the size of the dog’s entire head!

I do not recommend that very young puppies start off with a head halter. Puppies tend to whip their heads from side to sideĀ in play and may dash off impulsively. This could cause injury to the neck muscles or a case of puppy whiplash!
